Web-Safe Colors?
About 10 years ago, supported a maximum 256 different colors, and a list of 216 "Web Safe Colors" was suggested as a Web standard to help designers know which colors would render accurately on a monitor.
Thankfully, this is not important today, since most computers can display millions of different colors. But how important is it to choose the right color scheme and how do you go about picking a great combination of colors without looking like a $.99 role of wrapping paper?
As we already noted, "web safe colors" are no longer an issue really and should not be a hindrance to your design. However, the color scheme is one of the MOST IMPORTANT aspects of the design. Color helps tell the story of your site by notating:
1. Emotion
2. Action
3. Purpose
It could be that the colors of your site are saying something different than what your copy is saying - rendering your site ineffective in communicating your message or at a minimum confusing. But when the two are in harmony, you can bet that your site is having a real impact on its viewers.
Here is a very brief summary of the different meanings colors can have to the human mind:

Red - fire, power, importance, rage, urgency, or anger
Orange - happiness, joy and cheer. It can also have similar meanings as red, but not quite at strong.
Yellow - happiness, energy, optimism, and exuberance
Green - harmony, peace, fresh, new, alive
Blue - calm, peaceful, trust, and integrity
